What it is
Georgian law provides several types of residence permit, each with its own grounds, documents and fees. We review your situation, explain which categories may fit, help prepare and translate the documents and accompany the application to the Public Service Development Agency.
Residence permits are issued by the Public Service Development Agency (PSDA) under the Law of Georgia on the Legal Status of Aliens and Stateless Persons. The law lists the types of permit — among them work, study, family reunification, former citizen, permanent, spouse of a Georgian citizen, investment, short-term (real estate) and the IT specialist permit.
Each type has its own conditions. For example, the short-term permit requires ownership of real estate in Georgia (other than agricultural land) with a market value of more than 150,000 US dollars in the GEL equivalent; the value is determined by a certified appraiser of an accredited body. This threshold applies since 1 March 2026; previously it was 100,000 dollars.
A work residence permit is now issued to people who have first obtained the right to work. Since 1 March 2026 most foreign workers and self-employed people without a permanent residence permit need this right under the Law on Labour Migration, so registering a company or IE is not by itself a ground for a residence permit.
Who this is for
- Foreigners planning to stay in Georgia longer than the visa-free or visa period.
- Property owners considering a short-term residence permit.
- Family members of residence permit holders and spouses of Georgian citizens.
- Employees, self-employed people and IT specialists affected by the 2026 right-to-work rules.
- Permit holders who need an extension or a change of category.
Grounds for a Georgian residence permit
A residence permit in Georgia can be obtained on different grounds, each with its own conditions, documents and timelines. Choose a ground below — on a separate page we explain the requirements, cost and filing procedure in detail.
- Residence permit via an IE (business) — for entrepreneurs with a turnover of 50,000 GEL or more over 12 months.
- Residence permit via an IE without turnover — for a new IE under three months old, for 6 months.
- Residence permit via real estate — for owners of property worth $150,000 or more.
- Residence permit via family reunification — for spouses, children and parents of permit holders.
- Residence permit via employment — for employees of Georgian companies.
- Residence permit via study — for students and schoolchildren.
- Investment residence permit — for investments of $300,000 or more, for up to 5 years.
How to choose a ground
Often one person has several possible grounds. We compare them by cost, permit term, likelihood of approval and how easy it will be to extend the permit. A consultation on choosing the ground is the first step in all our residence permit work.
State fee and processing times
For most grounds the state fee depends on how quickly you need the decision: 300 GEL — on the 30th calendar day, 450 GEL — on the 20th, 600 GEL — on the 10th. After approval you need to obtain the resident ID card and complete temporary address registration (propiska).
How we help
- An initial assessment of your situation and the categories that may fit.
- A personal document list and a review of the documents you already have.
- Arranging translations and notarisation.
- A property valuation by our specialist if a real estate permit is being considered.
- Preparing and filing the application, accompaniment at the House of Justice.
- Tracking the application status and explaining the next steps after the decision.
- Address registration after the permit is issued, if needed.
How it works
- 1
Initial assessment
We discuss your citizenship, current basis of stay, family, work or business and property. General advice at this stage is not an official decision on your eligibility.
- 2
Choosing the ground
Together we determine the category that fits your facts and the documents and conditions it requires.
- 3
Preparing the file
We collect, translate and, where needed, apostille or legalise documents. For a real estate permit we arrange a valuation by a certified appraiser.
- 4
Filing
The application is filed with the PSDA within the set deadlines — for most types no later than 40 calendar days before your lawful stay ends.
- 5
Decision
The PSDA decides within the paid term (for most types on the 30th, 20th or 10th calendar day). Only the agency can approve or refuse.
- 6
After approval
A permit holder already living in Georgia must register at their place of residence within a month of receiving the permit.
Details and documents
Documents
The exact list depends on the type of permit. Usually required:
- An application in the prescribed form and a copy of the travel document.
- A document confirming lawful stay in Georgia.
- Documents confirming the ground: a property extract and valuation report, proof of kinship, enrolment or the right to work.
- Proof of income or funds where the category requires it (for example, for family reunification — at least twice the monthly subsistence minimum).
- A 3×4 colour photo in electronic form and the payment receipt.
- Foreign documents with an apostille or legalisation and a notarised Georgian translation.
The agency may request additional documents. We check the current requirements before filing.
In person or remotely
Many types of permit can be applied for online through the PSDA, but some steps — such as identity verification or collecting the card — may require you to attend in person.
Important to know
- No one can guarantee approval. The PSDA reviews each application and may refuse, including on grounds of public or state security.
- Visa-free stay, work, a company, IE registration and a residence permit are different legal concepts, and one does not replace another.
- The real estate threshold is USD 150,000 since 1 March 2026. The amending law contains no rule keeping the old USD 100,000 threshold for earlier purchases, so do not rely on unofficial claims to the contrary.
- The short-term real estate permit is issued for a year and can be extended by a year each time. It ends if the ownership ends.
- Changes in force since 1 September 2026 (Law No. 1803) affected several procedures — for example, interviews to confirm genuine family relationships for a spouse's permit. We check the rules in force on the filing date.
- The PSDA website's description of the work residence permit still shows the old requirements, while the consolidated law requires a prior right to work. Where they differ, we check the law in force and the agency's practice for your case.
What to prepare for a consultation
- Your citizenship and the date and basis of your current stay in Georgia.
- Your purpose: work, business, study, family, real estate or investment.
- Details of family members who will apply with you.
- For real estate: the cadastral code or address and ownership documents.
- Any previous refusals or Georgian residence permits.

Questions
Can you guarantee approval of a residence permit?
No. Only the Public Service Development Agency decides. We help you choose a suitable ground and prepare a complete and consistent file, which reduces the risk of errors.
Is buying an apartment for 150,000 dollars enough?
The market value must exceed USD 150,000 in the GEL equivalent and be determined by a certified appraiser of an accredited body. The property must not be agricultural land, and the other documents and conditions also apply.
Can I get a residence permit through an IE?
Registration alone is not enough. A work residence permit requires a prior right to work and meeting the conditions set by the Government. We assess this individually.
When should I apply?
For most types — no later than 40 calendar days before your lawful stay ends. This rule does not apply to several types, including the investment, short-term and IT permits.
This page gives general information, not legal advice. Rules depend on your situation and can change. We confirm the current requirements for your case before you act.
