What it is
“Registration” (often called propiska) is one of the most misunderstood steps for foreigners in Georgia. We explain which kind of address you actually need, help you prepare the documents and accompany you at the Public Service Hall.
Several different things are commonly called an “address” in Georgian procedures. A business's legal address is part of its registration with the Public Registry — for an entrepreneur it must be the actual address in Georgia. Registration at a residential address is a separate, personal record kept by the Public Service Development Agency (PSDA).
According to the PSDA, Georgian citizens and foreigners residing in Georgia — including residence-permit holders — must register at one of their places of residence. A foreigner with a residence permit must do so within one month of entering Georgia or, if already living in Georgia, within one month of obtaining the permit. Registration is required to receive the identity (residence) card.
Registration at a residential address is free of charge. It does not grant a residence permit, change immigration status or decide any other application.
Who this is for
- New residence-permit holders who need to register at an address before receiving their residence card.
- People who are unsure whether they need a residential registration or a business legal address.
- Owners and tenants who want to understand what documents the PSDA accepts.
How we help
- Explaining which address requirement applies in your procedure.
- Checking the basis for registration: ownership, the owner's consent or witness confirmation.
- Preparing the documents and accompanying you at the Public Service Hall.
- Coordinating registration together with the issue of the residence card, where possible.
- Advising on what happens if you move or need to be removed from an address.
How it works
- 1
Clarify the purpose
We confirm whether you need residential registration, a business legal address or both.
- 2
Confirm the basis
Registration is based on an ownership document, the owner's consent, or written confirmation by two adults that you have lived at the address for the last three months.
- 3
Apply
The application is filed at a PSDA territorial office or Public Service Hall, often together with the residence-card application.
- 4
Registration
Initial registration is completed within 5 calendar days; other cases within one month. When combined with an ID document, it follows that document's issue term.
Details and documents
Documents
One of the following is required (PSDA):
- An ownership document, if you own the property.
- The owner's consent.
- Written confirmation from two adults with full legal capacity, made before an authorised PSDA employee, that you have lived at the address for the last three months.
Bring your passport and residence-permit decision or card. We confirm the exact documents for your situation.
In person or remotely
Adults are registered on their own application or that of their representative.
Important to know
- A residential registration is not a residence permit and does not improve the chances of any other application.
- Registration should reflect where you actually live. Do not register at an address you have no right or intention to live at.
- An owner can apply to have a person removed from the address if that person has not lived there for six months.
- A business legal address must be the entrepreneur's actual address in Georgia; it is a different requirement from personal registration.
What to prepare for a consultation
- Your residence-permit decision or the expected date of the decision.
- The address where you live and who owns it.
- Whether the owner can give written consent.
- Any other registrations you already have in Georgia.

Questions
Is “propiska” the same as a residence permit?
No. A residence permit is a decision of the PSDA under the Law on the Legal Status of Aliens. Address registration is a separate record of where you live, required to receive the residence card.
How long do I have to register?
A foreigner with a residence permit must register within one month of entering Georgia or, if already living in Georgia, within one month of obtaining the permit.
Can I register at a rented flat?
Yes, if the owner gives consent, or on the basis of a written confirmation by two adults that you have lived there for the last three months.
Is my company's legal address enough?
No. A company's legal address is part of the business registration. Your personal residential registration is separate.
