What it is
Since 1 March 2026 most foreigners who work in Georgia as employees or individual entrepreneurs need permission to carry out labour activities (a work permit). Without it you cannot apply for a work residence permit or a residence permit via an IE, and working without a permit carries fines. We check whether you need a work permit, collect the documents from the tax office, file the application and prepare you for the video interview.
Permission to carry out labour activities is a document confirming a foreigner's right to work in Georgia. It was introduced by the Law of Georgia on Labour Migration as amended with effect from 1 March 2026. The permit is needed both by employees of Georgian companies and by self-employed foreigners — including individual entrepreneurs who live and work in Georgia.
A work permit and a residence permit are different documents. The work permit comes first, and the work residence permit or IE residence permit is then issued on its basis. Registering an IE or a company does not by itself give the right to work or to a residence permit.
Who this is for
- Foreign individual entrepreneurs who live in Georgia and work with clients.
- Foreigners employed by a Georgian company.
- Foreign directors and founders who receive a salary from their own company.
- People planning to apply for a residence permit via an IE or employment.
- People whose current permit is expiring and needs extending.
Who needs a work permit in Georgia
A permit is required for foreigners who actually work in Georgia: under an employment contract with a Georgian company or as self-employed, including individual entrepreneurs. This is especially important for those planning a work residence permit or a residence permit via an IE: the Public Service Development Agency accepts such applications only from people who hold the right to work.
- IEs and self-employed foreigners who live in Georgia and provide services.
- Employees of Georgian companies who are citizens of other countries.
- Foreign directors receiving a salary from a Georgian company.
Who does not need a permit
The law provides exceptions. As a rule, a permit is not needed by holders of a permanent residence permit or an investment residence permit, or by foreigners doing short-term work in Georgia within a single visit. The list of exceptions is detailed and changes, so we check it for your case before filing.
How the work permit process works
- Consultation: we determine the type of activity and check the documents.
- Collecting tax office statements and preparing the CV.
- Filing the application online and paying the state fee.
- Review: 30 days (200 GEL state fee) or express — 10 days (400 GEL state fee).
- A video interview with an agency officer — usually 5–10 minutes.
- Decision. After approval — applying for the residence permit within the set deadline.
How much a work permit costs
Our service is 250 GEL. The state fee is paid separately and depends on the processing time: 200 GEL — standard (30 days), 400 GEL — express (10 days). No hidden payments: we list everything included in the work before we start.
Validity and extension
The permit is issued for a set period — on a first application usually no more than a year. It is extended by the same procedure as the first application, in advance — before the current permit expires. If you carry out several different types of activity, you may need several permits. We remind you of the extension dates and prepare the documents in advance.
Why entrust your work permit to a lawyer
The labour migration rules are new, and document requirements are being clarified in practice. A mistake in the type of activity, an incomplete tax office file or an unsure interview lead to a refusal, and you then have to wait to reapply. We prepare the application so that the agency has no questions and accompany you until the decision.

Details and documents
Documents
Usually required:
- A photo or scan of your passport.
- A Georgian phone number and an email address.
- rs.ge login details or remote access to the account.
- A statement of the IE's turnover (if the IE has operated for more than three months) or of the account balance.

The agency may request additional documents. We will let you know if this happens.
Important to know
- The decision is made by a government body — nobody can guarantee approval.
- A work permit is not a residence permit: the residence permit is applied for separately after the work permit is approved.
- The labour migration requirements apply since 1 March 2026 and are being clarified; we check the current rules on the filing date.
What to prepare for a consultation
- What you do and where your clients are.
- The date your IE was registered or your employment started.
- Whether you plan to apply for a residence permit.

Questions
How much does a work permit in Georgia cost?
Our service is 250 GEL. The state fee is paid separately: 200 GEL for standard processing (30 days) or 400 GEL for express (10 days).
Do I need a work permit if my clients are abroad?
It depends on where you actually work and which residence permit you plan. For a residence permit via an IE, the agency in practice requires a work permit or detailed proof of foreign clients, so getting a permit is usually simpler and cheaper.
Can the permit be obtained remotely?
The application is filed online and the interview is held by video call. We do most of the work without you needing to be present.
What happens if I work without a permit?
The law provides fines for both workers and employers. In addition, without a permit you will be refused a work residence permit and an IE residence permit.
